Passionate About India: The unfortunate social costs of Coalgate and such ...:
India’s scams and corruption are perennially ubiquitous – they keep recurring time and again. There is hardly a month that goes unnoticed without any major scam breaking out. It is not that there isn’t any scam elsewhere, but barring some sub-Saharan and Asian rogue states ruled by the junta, the scale and magnitude of Indian scams have outperformed every other nation by an unprecedented margin of frequency and scale. Typically, a scam exposé starts off with media frenzy and then gets lost into thin air! The typical Indian middle class’ short memories, inevitably brushes the scam off, and then the judiciary typically bails out the accused, and everything is business as usual. Even though media spotlight continues on the case for a while, the same mostly focuses on the economic aspect of it, largely ignoring the enormous social impact. Mostly, the multi-million dollar scams that prop up every now and then have huge negative externalities both at the regional and national level.

Two years ago, I came across an article in an environmental magazine about the terrible damage that the Durga idols cause to our river systems when they are immersed into the rivers after Dussehra. Both these years, I thought I should do something about the issue and yet every year I would go no further than discussing the issue with a couple of DPCs (Durga Puja Committees) and sharing my concerns while the venerable old men heading these committees would nod sagely and say “Shoththi kotha khoka… what you say is true son, but what to do…? Such are the times we live in,” and with that, we both would wash our hands off the matter and carry on with our respective Puja preparations.

I rarely watch TV as I don’t have one on my floor of our house! However, when there is some breaking news, my father calls me down to the ground floor (where he stays) to watch the same with him. So I really had no idea about the Union Law Minister Salman Khurshid, a man I like, holding a press conference last Sunday where he lost his temper at some journalists. Of course, I was aware of the allegations made against the Zakir Hussain Trust about some hanky panky with government funds meant for physically challenged people. I also knew there was something about forged signatures of top officials of the Uttar Pradesh government. My first reaction was: this must be mere politics. But I was forced to take notice when dad told me that Arvind Kejriwal, the activist turned politician, is taking this issue seriously and raising serious questions about the integrity of the Union Law Minister on TV. If nothing else, the activist turned politician at least deserves our respect for his amazing display of guts and gumption.

Despite the price of auto being fixed by the Supreme Court (as per 1997 SC order, only 55,000 autos can run in the city), an auto in Delhi doesn’t cost less than Rs 6,00,000. As the number of auto rikshaw are fixed that can ply on the roads, a new entrant in the market has to first buy an old rikshaw, deposit the same with the officials and they would be given the permission to buy a new vehicle. The entire process cost him nothing less than Rs 2-3 lakhs. Even after obtaining the permission, he needs to swims through sea full of loan sharks. Most of the agencies that run as auto financers are actually small group of people trying to legalise their black money. During the purchase of permit, the financiers get the vehicle registered against the name of the auto drivers – who are paid almost nothing – and thus get rid of their black money and also get to own fleets of auto/taxis. And what the auto rikshaw drivers gets in return is a salary to the tune of few thousands. And here is why, these people are often seen protesting against any thing that kills their source of income or ask or any investment on a vehicles that is virtually owned by someone else!

A winter or so ago, I was in Ranthambore and while out driving with one of the field guides, I started talking to him about the possibility of finding bush meat (wild game hunted for the pot) in the area. He was cagey about it initially and said he did not think it was a very good idea, but there were people around who could procure it. There was nothing very romantic or sportsman-like about the methods either. Tribal hunters in the region would lay wire nooses or steel jawed traps along well-worn jungle paths and return every three days to check the snares for catch. Others would stuff little bombs in balls of jaggery and corn. Animals like deer, antelopes and wild boars would try and gobble these balls, thus triggering an explosion that would result in internal hemorrhaging or the lower jaw being blown off. The hunter would just follow the blood trail to the carcass and carry it home.

Kaveri river dispute in India is not at all a new agenda. But what is actually surprising is the age of this dispute. Decades have passed, but this one dispute is still as fresh as its inception. The refusal to drop the claims of Kaveri water by Karnataka and Tamil Nadu has been major bumps on the road in a long standing stand-off that is yet to be resolved. The infighting revolves round the contention of Karnataka’s demand for more water, as they feel they are deprived of its due share, and Tamil Nadu’s counter claim that 3,00,000 acres depend directly on Kaveri’s water and millions of farmers will lose their livelihood if their allotted share is diverted. In a similar sign of locked horns, Punjab and Haryana are entangled in conflict of sharing the waters of Ravi and Beas. Both are agrarian states and depend on irrigation for their agricultural produce.

Despite the best efforts of this government, or perhaps because of its utter lack of sincere efforts, food inflation stubbornly stays above the double-digit mark. This has created havoc with household budgets. Add a very high interest rate regime and the soaring cost of home and retail loans and you worsen the mood of the urban electorate. The latest and absolutely stupid decision to ration LPG cylinders is yet another blow. Quite simply, the Congress has blown away its urban chances. Can you honestly see the Congress winning 13 out of 13 seats from Delhi and Mumbai in 2014? Even die hard Congress supporters will think you are a nut case if you believe so. Why the articulate spokesperson of the Congress Manish Tiwari will be damned lucky if can manage to retain his Ludhiana seat!

While for Japanese this is a part of their cultural fabric, if an Indian high up does this, you can be sure that he is playing, even if subconsciously, a top level game called, “Let’s pretend I am not more important than you.” If you play this well, the world is your oyster. Be warned, however. To be a master of this game, you really have to be dead important already. Else, for example, if I start playing this game, being the editor of a niche magazine, I will sound rather phoney.

He was so good that he was soon asked to paint the ceiling of a small chapel in the Vatican. He was initially asked to paint only 12 figures on the ceiling, a figure that over time increased to 400. Since he had committed to the task, he did not refuse to paint any of the 400 figures. The whole task took him four years, and that too while working mostly lying on his back, as he had to paint the ceiling. This caused permanent damage to his eyesight; and at the age of 37 itself, he started looking quite old.
